My NCP said that results are to be expected for the first week of February. They wrote me that "they haven't received so far any communication about an anticipation of results announcement". Also the tweet someone posted here indicates February. However I hope for next Monday. But it seems to me unlikely.

We can't trust the NCPs one way or another. On previous years they have provided a wide range of different dates (before and after the actual date) and many of them claimed that they did not have access to the results while other NCPs were providing the results before the release date...

I would suggest stopping making guesses based on that RANKING shit, it doesn't say anything. The only clue is the ethics review for those who have ethics-sensitive applications.

Seems like those who has "phase":"EVALUATION","proposal":true,"finished":true, either they have low score and not included in ranked list or they are at stage 3 waiting for the consensus.
Also, it is possible few panels finalized the rank list while other still working on it. My penal is ENG and I didn't see anyone here who said I am from ENG and I am in RANK phase, so this can be another possibility.

than why there are people still in EVALUATION phase?

I have no idea. My guess is that they are either checking additional stuff (ethics, mobility, etc.) or that they are uploading the evaluations progressively in the system.

Yes

And that change came after this message:
"Participant Portal Services will be under maintenance on Thursday, 11.01.2018, from 17:30 until 19:00 (CET).
We apologise for any inconvenience this may cause."

So I think 'the maintenance' announcements are good clues that something is being updated in the system
