You have to click again on Proposal when it appears into the Process Documents.Did you do that? Anyways, it is not any problem even if it does not show "Sealed" because proposal is supposed to be sealed after submission for further official proceeding.

It does show "sealed" in the title, we are talking about "Stage2". "Stage2" is another phrase that was added to the file names last year at various times.
