It might require some time to dig into it (e.g. Italy seems to offer many options for SoE researchers, and Germany does too) maybe it's worth it for someone? I got a 91.2 score and I applied together with an institution in The Netherlands. If someone knows about any possibility to use a SoE distinction there it would be great to share it here.

Hi there, I have a quick question: to confirm, FWO only accepts those SoE holders who apply with a Belgian institution, is that correct?

Is one more line in your CV. If you deem appropriate to include it do it, but for me it means "Oh, this guys was close enough, but his proposal was not funded anyways"..., is like mentioning in your CV that you are a second class or tier-2 researcher. I would avoid mentioning I apply all together.

If you think more than 38% of the proposals eventually got more than 85%, is it really a distinction?

Definitely put your soe in your cv in part 2 if you are resubmitting. Evaluators will see it and think twice before giving you a low score. Trust me, if not for finding another fellowship, it definitely counts on a resubmission. And everybody knows how hard and strict MSCA evaluations are, so if you had a high score it is definitely something.

I know people who have achieved high scores in past calls and then they have been evaluated just over 70. Some of them have been even placed under the threshold. The SOE does not ensure an highest score in future calls.
