Definately this is not a long process in the grand scheme of things. I have been both sides of the review. Considering the proposals go in Sept, and a result in Feb with a Christmas holiday in between; this is rather quick given the enormous number of applications. Reviewers receive the grants end of Oct after eligbility checks and the process is very rigourous, and there is a panel consensus in November, after which there are other panel meetings to decide on who is awarded. Then all the results letters need to be prepared for these 1000's of applications. At this point in the year, they will all have an agreed score decided. There may be some outliers where reviewers have not agreed on a score. But for the most part it would be done.
Is it possible to somehow understand at this stage whether the application has passed the eligibility check? If an application is not eligible, when will the applicant know this? only in February?

If you are not eligible, they will notify you immediately because that's the very first review the admin staff does. They don't send ineligible proposals to the panel members and to external reviewers, it would be a waste of time and resources.

I just checked the status via magic link, it’s still in the "EVALUATION" phase. Does anyone know when the status change will begin? In January or February?

I have a question about 2023 MSCA EF applications with host institutions in the UK. If successful, would my project be funded by the EU (because UK has rejoined Horizon) or would it still be funded by UKRI under the guarantee scheme?

I was also interested in this issue (my host is also from the UK) and found the following

Calls for Work Programs in 2023 will continue to be funded by UKRI, and from Calls 2024 will be covered by the association.

UKRI has some different route for funding, and can be applied through out the year. no last date.
