Congratulating successful candidates via twitter as they did last year might have not been the professional way. However, I doubt anyone would have complained about the sequential emails if they had congratulated a day later.
If they need to verify ranking they can surely just not inform the top part of the list; if I am below 85% I would rather have an answer now than waiting with those that have a chance. But OK. Sure.

I was told about UK issue.

You mean the number of applications to the UK? I don't think so, they can't exclude anyone because of the host in a given associated country. If the UK didn't contribute enough to cover the large number of applications is something they should probably address afterwards, also because they still don't know the exact number of grant agreements that will be signed (i.e., someone may renounce the fellowship). But in the end I have no idea how the EC works, so it's just speculation

Then, sorry guys, it's all on me... because I am still in Evaluation. Maybe one rapporteur insulted my parents in Russian in his/her report, which prompted the quality teams to re-evaluate my draft? Who knows.
