Funds to Partner Organization

Hello to everyone! I won IF-MSC Global and I'll go to USA for 2 years and then I'll come back in Europe for the last year.
From USA they ask to me how many funds will be given directly to their offices as a partner organization.
What I have seen in the table is 19200 euros for "Research, training and network costs" and 15600 for "management and overheads". It is correct? Are these funds sent directly to the USA University or always managed by the host (European) organization (beneficiary)?
