I strongly advice you to consult the H2020 Guide for Applicants for MSCA 2020. There are clear indications about re submission there. Also please consult your NCP and host institution on this matter.
Yes, indeed, in the applicant guide it says:

"AFTER agreement on comments and scores of the IF 2020 proposal has been reached, and in case the total score is lower as compared to the previous evaluation, a copy of the latest Evaluation Summary Report will be made available for consultation in the online evaluation platform."

I was worried that negative comments of the previous report could bias the evaluators. And if this year's score is higher (which it obviously needs to be in order for me to get funded) they won't see the previous report at all.

Hello guys! Good luck to everyone! Does anyone know the submission statistics per panel for this year?

Just saw this:

"11 573 researchers from all over the world submitted their proposals under the Marie Skłodowska-Curie Individual Fellowships. This call, closing yesterday at 17:00, was the last call of this scheme under Horizon 2020.

This figure represents an absolute record and shows an increase of 1 698 applications in total numbers and of 17 % compared to last year’s call. In particular, an increase of 42 % can be noticed for researchers wanting to restart their careers. In terms of scientific areas, Information Science and Engineering experienced a noticeable increase in applications of 27 %, followed by Environment and Geosciences with an increase of 24 % and Social Sciences and Humanities with an increase of 23 %."

Wow  . This call is by far the worst in terms of chances. If anyone has the statistics' breakdown by panel will be highly appreciated.

a couple specific questios about resubmissions, maybe someone with experience can help me:

1. even if only the supervisor is changed, but host and research topic stays the same, it is not a resubmission, right?

2. for resubmissions, could the evaluators be the same as last year, or will there be new ones?

3. I have the option to change the supervisor or leave it the same, in which case it counts as a resubmission.
Where do you think I have higher chances?
I would think that with a resubmission the chances are lower.
Would it be a motive for disqualification ? (if you resubmit and it was not properly a resubmission ?)

Statistics said one grant per eight application so this year can be around 1500 grant (13%)
