450 euros per day seems a lot.
In another thread somebody wrote they had about 3 weeks in October 2018 to write the reviews. Given that some evaluators had a lot of proposals to score might explain the sloppiness in the evaluation process. I also guess they are paid by the EU to be productive, which might reflect into a rush evaluation, on average.

I had a look at the evaluations (also commented on the other thread): without seeing the whole proposal, it's difficult to judge but I would not be surprised that the evaluators deducted points because this was a resubmission and you did not address the weaknesses that the evaluators in the first proposals found. It's a big fall indeed but you already had a weak application with 76%. In how far did your host help you in preparing this proposal? With the right help you should have gotten a much higher score. If I were you, I would look for a different host which will help you more.

The letter about reserve list was a bit confusing so I called my NCP and they told me. They should be available for these type of inquiries so you can call them tomorrow!

Just got an email tht I got the seal of excellence. Any succes stories from rejected MSCA applicants who got another (national) grant because of the SOE?

I was in the waiting list (that does not mean that much since there are plenty of people there), and I've just got the certificate of "seal of excellence" too. I just realized the two things are not related to each other. From what I understood, you can put that on your cv but I have no idea how much helpful that might be for getting other fundings. I would be curious to know something more too about it....
