I know that the expert reviewers write strength-weakness statements and give scores. But are those scores final or are they finalized after another (perhaps internal) review?

This is the life we chose.

The scores are final but the 3+ reviewers have to reach a consensus among each other on both the scores and the comments. If there are major discrepancies or disagreements the Rapporteur assigned to the application will step in and deal with it. The process is described in detail in the reviewer manual which can be found online.
