If brexit was the issue, COFUND would have been equally delayed.
My guess is more related to a puntual problem with the ef managing

The more I think of it the less I believe it has anything to do with Brexit. I wonder, however, whether in case of a no deal Brexit and assuming many successful fellows would decide to remain in the UK funded by the UK, would this lead to significantly more projects from the reserve list being funded this year compared to the previous years?

You can’t compare the results in MSCA COFUND for the UK with their success rate in MSCA IF.
Taking UK out of the COFUND equation would have little effect in the ranking.
Taking UK out of the IF equation would result in a completely different scenario.

I don't think it is related to Brexit otherwise they would have mentioned some clues in the proposal submission phase!

There is a part of me that thinks they should just announce that they won’t fund the UK. Most likely they won’t be an EU country in 2 months...so technically they shouldn’t be funded. Then the other part of me thinks that’s mean because some of us on this forum want to be at UK institutions.

if EU funds such fellowships in the UK it is because the UK has already paid their share of money into the pot (or intends to). So the UK would not 'steal' EU's tax-payers money (it is money already given or to be given to the EU by the UK). in the case of a no-deal brexit, the EU will not pay the money for the funded EU projects, the UK government will underwrite them.

It is 100% not the BREXIT issue... REA and EC is so afraid to touch this before some final decision has been made... Also UK paid already up front for H2020...

I am sure it is a technical issue and probably with widening...

What I am telling is not helpful. But since I am a Host and have an experience with various MC and MSC I would suggest calm down and wait...
