NCPs are representatives of European Commission and H2020 program in each country. We assume that they are well informed.

NCPs are not representatives of EU and h2020 programmes. They are national structures differently and autonomously organised from country to country. It is true that they function as interface EU/countries but are not part of the commission or of the Europen bureaucracy at all.
