I doubt they are in any trouble with the final results. Everything is already finished - they had the final ranking meeting in Brussels 2 or 3 weeks ago, so all should be set. The only thing that could delay them is the widening fellowships, but I was under the impression that these would be given at a second stage, after the MC announcements.

My guess is that once they have set a date is because everything is already done, they might only need the approval or not even that

by the 7th of February? or on the 7th of February??

Just 'should' and no official conffirmation. on or by doesn't make much sense.

Wondering if everything is already there and they need to be approved to presh the send out button OR they are still in trouble dealing with the final results?

Why so much speculation? Participant Portal says the process ends on February 12th. I understand that they will not tell you anything before.

My NCP replied with: the results are not out yet and no date for publication was communicated.
She also told me we just need to be patient.

Does "phase: evaluation" mean I got nothing again?

That's one of the popular speculations around here, but noone knows what it means. I think it doesn't mean anything at all, just different stage regarding your application for a random reason (e.g., somebody/something didn't update your status). Remember that these phases are hidden in normal settings anyway; were they relevant, I don't see why they wouldn't be visible to us.
