Previous maintenance warnings were also on for a while even after the maintenance time has passed. Sorry to say that but it really does not have any special meaning.

not true - in both 2016 and 2017 I received emails and notifications in the afternoon (the first time was reject at 1:34pm, the second time successful at 3:35pm).

Yes, but when did they start sending the notifications? You might have received at 1:34pm but maybe they started sending at 12AM.
