Last year people could predict the time of the email based on other's peoples ID.
Acceptance and rejection was received at random times.

Someone mentioned in this forum its by proposal id not by winners etc

Do they inform winners first?

Last year it was in ID order, not in order of rejection/acceptance (the 2017 thread shows it).

However, somebody said that 2 years ago results were released on Friday afternoon? Or were they released starting at midnight? Just wondering if there's still a chance to get them today/tonight.
