not really, only proposals above 70% are eligible to get the grant.

so the flow is :
eligibility check --> ineligible proposal out, the rest continue for evaluation
evaluation --> below 70% out, the rest eligible for grant and continue for ranking
ranking --> due to limited funding, the funding cutoff score defined, below cut off out, above cut off go to grant agreement

From the total proposal, a very small number of proposals are ineligible (roughly around 2%), and around 20% below 70% threshold

but if you are ineligible, they should have informed you in October!
