As of now I am unclear what I am more passionate about...

Getting the fellowship
OR
Getting the theory of Evaluation and Ranking right!

One thing is sure: reading this forum is very funny but distracting... not sure how this decreased productivity will help for next call once I get rejected :?

So as of now the consensus of the majority is...

Ranking - above minimum threshold of 70%
Evaluation - below minimum threshold of 70%

Is this what the majority agrees on?
Last year there were 8957 eligible candidates. And below the line (<70) there were 1848 applicants...

It does, for the first few days, but then it wears off and you just sort of watch others driving themselves crazy and think "that used to be me" :D

This link should be forbidden, guys. It is driving us crazy...

I was optimistic and, since yesterday, started to think I am not going to get it. F##K!

I think its just crazy that there are so many people below 70%. I don't know why this is the case, but people need to look for support when writing applications from wherever they can get it (host institution, employer, past applicants etc).

Exactly, when do they notify ineligible candidates?

ineligible proposals were notified in a very beginning, before the 3 experts evaluation. They are different from the proposal below the threshold
