Based on this information:

1. Last year those ranked first (around Jan 12) did not receive the fellowship. Those ranked last did. (I think this is correct but am not 100% sure).
2. Most people this year appear ranked, very few are still in evaluation. Most people get rejected and few get it.

As an initial hypothesis:
It could very well be that those still in evaluation got it.

Still, lots of doubts here and don't get your hopes up either way as that would be irresponsible.

I agree with Bren. Based on previous years, my guess (or hopes :D ) is that we will have them on Friday

If it begins to look like everyone is being ranked today then I reckon results will be very soon. As I wrote in an earlier post, there appears to have been some kind of problem in HQ and they are now scrambling to catch up and get this done.

Yes but also the ranking was done in more than one stage. So some people had ranking while others were on evaluation - with something like a week or two between everyone being ranked.

last year People went into "RANKING" starting from Jan 12 (if I'm not mistaken) and the results were out on Jan 28 or 9!

I'm going through the 2017 thread now to find a correlation between evaluation -> ranking and acceptance. Be back soon with the results.

Maybe these reminded in evaluation phase are illegible or didn't pass 70%?

That is also a possibility.

As I said before, people in <70% are also a rarity. Few proposals reach <70%
