Its done in batches of 500 I believe, sequentially

Heh, thanks for the clarification. I didn't know mass e-mailing could be slow. Guess that's why I'm in CHE and not in ENG :)

I take a bit of time to send 10k e-mail...so usually, they go by proposal ID...
Maybe this year will be faster with the new infrastructure...

The reviewers will still know that it's a resubmission case and get access to the previous year's feedback and score at the consensus stage. Hence, they will know, based on your previous year's score, that you have been awarded the SoE.

Does it means that we get a certificate even if we don't get funding? Is it something we can add to our CV? Maybe helps for the next MSCA applications...

Yes, you can add to CV. Last year I was in reserve list, so I have added to my CV this year.

Spain often has ways around. I failed with MSCA-IF-2015. Then there was a call from the Spanish government under the programme called Retos with exactly the same requirements as MSCA (some parts of the proposal were not necessary though). I corrected my proposal according to the suggestions of Ev. reports and submitted. I got funding for 3 years. Just look carefully around and ask your NCP's for suggestions.

Also the fnrs (Belgium research organization) explicitly asks to upload the SoE if you have it.

Yes, but only after having scored it. So this should not have any impact on your score. If I well understood when they reach a consensus they check the former evalaution in order to see if there is a consistency. In case they will adjust comments (but not score) if needed.
