There were 9830 applications this year, not at least 14000 as this would indicate. So we have 831XXX and 845XXX. Even with my math skills this sounds like a record number of applications, doesn't it? At least this pdf says that in 2017 there were 7065 IF applicants, less than 900 GF applicants and a...

That's one of the popular speculations around here, but noone knows what it means. I think it doesn't mean anything at all, just different stage regarding your application for a random reason (e.g., somebody/something didn't update your status). No one knows, it might not even mean anything at all. Two popular speculations are that 1.) these proposals are below the 70% threshold OR that 2.) they are EITHER below the 70% threshold OR successful. My guess is that it doesn't mean anything, it's just that some proposals haven't been updated yet...
