Basically, once you passed 70% you are eligible for the grant. However, since the budget is limited, the proposals above 70% are ranked to decide the cut-off score for funding. So yes, those proposals below 70% will not be ranked. Very unlikely. Maybe these reminded in evaluation phase are illegible...
