I might be wrong, but it also depends if you are employed as a postdoctoral fellow or research fellow. In the first case you get more money, in the second you have a salary and you pay taxes & co in the country of the host institution like everyone else. It all depends on how much time you spent or ...

If the host institution has prior experience with EC funding they have appointed people (usually from the research administration department) for all these signatures and they definitely know how the process works. If they lack this experience it is a bit more complicated but for sure not impossible...
